Training programmes leading to diplomas or certificates demonstrating compliance with the standards of competence referred to in Article 15(1) shall be approved by the competent authorities of the Member States in whose territory the relevant education or training institute is established, provided that the educational programme is an integral part of the Member State's training system with a minimum training period of one year including 180 days of driving practice.
