2b. Calls for public investments in health and social services, infrastructure, research, high-quality education for all and lifelong learning in order to improve employment and comply with future working conditions. Public investment in these specific areas ought not to be included in calculations for assessment of national deficit levels, particularly not during periods of economic recession. Financial stabilisation ought to be achieved through economic growth and the establishment of a European Union Treasury;

3a. Reiterates that civil society organisations have an important role to play in reaching the vulnerable and most deprived in society. Civil society organisations need sufficient capacity and backing if they are to support, monitor and report on the implementation of EU and national policies, and contribute to improvements in financial mechanisms.EU funds are vital to building up the capacity of civil society organisations, and grass-roots organisations need to have guaranteed access to these funds;

4b. The external financing instruments within the new MFF should be coherent with the Sustainable Development Goals (SDGs) and the new European Consensus on Development, which recognise decent work as a key driver to achieve inclusive and sustainable development

4c. EU external financing instruments should favour the creation of decent work opportunities, as well as the pre- conditions and the enabling environment for workers and trade unions to represent their interests and operate freely. Against this background, the next MFF should feature a specific financing instrument to support social dialogue and social partners in developing countries.

Underlines that the Commission's role in monitoring EU funds needs to be strengthened and formalised in the supervisory committees, and the ex ante conditionalities ought to be monitored both at the planning and the regulatory level. Civil society and service users ought to be fully involved as well in the development, implementation and monitoring of projects;
