– whereas the conflicts in Syria, the conflict in and Iraq, the crisis in Yemen and the situationchaos in Libya, are a major potential source of destabilisatnd the increase in tensions in the Middle East and North Africa (MENA) region as a whole are a serious potential danger as regards the destabilisation of that region; having regard to the junction between the Sahel and Middle Eastern fronts in the fight against terrorism and the increasingly complex circumstances; having regard to the disastrous consequences of such a situation for the security of the whole region and of Europe; having regard to the number of civilian victims and the acts of terror committed against themthe serious risks these developments entail for the security of Europe; having regard to the increase in the use of force which has seen outrages being committed against the civilian population and their subjection to a reign of terror; having regard to the serious permanent humanitarian crisis caused by these conflicts, causing massive population displacements andand massive population displacements triggered by these conflicts, which have creatinged enormous difficulties for refugees and their host communities; having regard to the difficultieslack of success to date in discerning a political approach and establishing a legitimate and reliable basis for inclusive dialogue with the various parties concerned; having regard to the resulting long-term damage to political and economic development, durable infrastructures and demographic cohesion in the region; whereas the current situation puts the security of Europe at risk and poses a serious threat to the EU’s economic interests;

2. Stresses that the European Union will only gain real influence on the international scene if it is able to speak with one voice; emphasises that it is absolutely essential for the EU to discuss and adopt a Community approach to countering disintegrative processes in the Middle East and North Africa and a strategy to combat Daesh and the other Islamist groups threatening the security of that region; calls on the VP/HR accordingly to appoint representatives at the highest level, i.e. EU foreign ministers or very senior political figures acting on her instructions and together with her, to ensure a constant dialogue with the countries of the region;

Stresses also the necessity and importance of regional dialogue with Turkey and Iran; stresses the need to reintegrat Turkey should play a far more active part in combating Daesh and should take the necessary steps to identify and arrest anyone associated with Islamic State present within its borders; considers thate Iran needs to be reintegrated into the international community onceas soon as it has provided definitive assurances and cast- iron guarantees of its intention to develop nuclear energy for civilian purposes only; points out that cooperation with Iran to combat Daesh is a necessary and beneficial step and takes the stance that Iran should be considered a useful and active participant in the combating of Daesh;

Stresses the urgentvital need for a political solution to the conflict in Syria, taking due account of the moderate opposition existing alongside the Syrian National Council and strengthening the moderate Sunni components; points out that no democratic soluand emphasises that armed opposition should give way to a truce and dialogue; points out that the conflict can only be resolved through negotiations, but that the EU would stress that it considers it unacceptable for individuals and organisations in line with the fundamental principles of the Union can be negotiated with Bachar Al-Assad, following the massacres perpetrated by himvolved in Islamic terrorism and fundamentalism to participate in those negotiations;

Expresses its deep concern at the situation in LibyaPoints out that the situation in Libya is critical, that the de facto state institutions are not functioning and that Libya is generating chaos which is imperilling the other countries in the region; stresses the need to maintain ithat country’s territorial integrity and national unity; stresses that the Libyan crisis can only be resolved by means of dialogue that is as inclusive as possibleurgent measures are needed to limit and expunge the influence of Islamist terrorist groups in Libya; stresses that the Libyan crisis can only be resolved by means of dialogue that is as inclusive as possible, while recognising that the EU must discuss and adopt urgently a plan consisting of tangible measures to ensure peace in Libya and to restrict the activities of Islamists within its borders;
