Notes thatwith concern that the security and stability are basic concerns of countries in the region is at risk, not only from external threats but also from factors threatening the neighbourhood and that current developments in the region call for a strong security component in the ENP, which has regrettably been missing to datem from within, such as terrorism, organised crime and associated types of crime, which in some countries have reached such a level as to threaten the foundations of statehood; stresses that the lack of a strong security component in the ENP is one of the Union’s major failings;
