Recital A

A. whereas the aim of the European Neighbourhood Policy (ENP), was ~~created to strengthen the European Union’s (EU) partnerships with neighbouring countries in order to~~a coherent political and economic component of the EU’s foreign policy strategy, is, by actively and systematically exerting influence on all aspects of the development of the countries in its immediate neighbourhood, to foster social transformation processes as a prerequisite for the development of an area of shared stability, security and prosperity; whereas, with that aim in view, efforts are being made to secure acceptance of formal democratic structures, constitutional principles, human rights and fundamental freedoms and, above all, the introduction of a market economy on the basis of the acquis communautaire;
