Underlines that due to the fact that each and every time it is necessary to plan not only the main route used to transfer armed forces, but also a back-up one, it should be possible, in exceptional cases, to adapt transport infrastructure that is not part of the TEN-T network if such infrastructure is located on a route that is parallel to a route of key importance to military mobility;
