Considers youth unemployment to be one of the most pressing issues facing a large number of Member States; stresses that local and territorial development strategies have to recognise tackling youth unemployment as one of their top priorities; underlines a great potential of Small and Medium Size Enterprises in this respect and highlights the importance of undertaking measures to attract private investment;
