Calls on all actors involved to develop RIS3 on the basis of analyses of each region's relative strengths and potential, to focus on productive specialisation to detect emerging niches for smart specialisation to avoid forced and artificial overspecialisation, and to enhance a stronger partnership between the public and private sectors;
