Notes that cross-border cooperation at local and regional level has proven to be a key tool in the development of border regions, which are considered to be true laboratories of European integration; calls on the Commission and Member States to support this with a view to strengthening cooperation in areas such as: transport, health, education, occupational mobility, employment, civil protection, etc.;

Regrets that Integrated Territorial Investment (ITI) and Community-Led Local Development (CLLD) are not widely implemented in the ETC programmes for 2014-2020, and encourages Member States to make greater use of them; notes that lack of information and expertise on the part of local authorities is the main cause of the reduced use of those ETC tools and calls on the Commission and the Member States to propose information and training programmes for the beneficiaries;
