3a. Considers that energy policy should take advantage of the opportunities offered by EU external policy in order to obtain necessary energy resources and achieve specific political objectives; considers that the EU should be proactive and make implementation of community standards attractive for third countries, by promoting investments to modernise, unite and develop countries socially and economically and by prioritising political dialogue in order to ensure the human rights clause is respected;
