1. Notes that the primary objective of the EU must be to guarantee the security of its citizens and of its territoryThe main objective of the European Union is to ensure the prosperity and the security of its citizens and territory, as well as to guarantee democracy, the promotion of sustainable development, the defence of peace and human rights, and the fight against poverty. The EU must be a strong player in the world to ensure the good governance of globalization. To do this, the EU should have secured basic capabilities to respond to crisis of any nature. The EU must engage decisively in the international fight against terrorism and illegal trafficking in all forms. All that while safeguarding itsour values and our societal model and pursuing itsour fundamental interests. The EU must therefore ensure both its internal and its external resilience, its capacity to anticipate, pre-empt and resolve predictable threats and to be prepared to take swift action on unpredictable threats, and its capacity to recover from various types of attack, as well as safeguarding security of supply of energy and raw materials;

8. Is of the opinion that in order to build stability and peace, the EU should keep up its enlargement commitments and continue cooperation with very closely associated countries within the context of the newly revised European Neighbourhood Policy (ENP); believes that the ENP should further incorporate a multi-stakeholder approach and involve local and regional governments and civil society; recalls that according to Article 49 TEU any European state may apply to become a member of the European Union, provided it adheres to the Copenhagen criteria and the principles of democracy and respect for fundamental freedoms and human and minority rights, and ensures the rule of law;

Calls for sustainable management of asylum and migration policies on the basis of common principles and solidarity; in this context, asks the Commission to propose effective and sustainable solutions; believes that in this regard the EU should promote a more practical and comprehensive approach to assistance in Africa; supports the establishment of the EU Emergency Trust Fund for Africa, which should contribute to building local communities' resilience and economic development;

Considers it essential to set up a temporary committee to bring an integral, comprehensive approach to bear on security policy coordination, bearing in mind the increasingly widespread tendency to separate internal and external security; notes that the European Parliament, the only supranational democratic chamber established at European level, would provide an appropriate forum in which to rethink security policy coordination and help make the EU resilient, both internally and externally, bearing in mind that its failings have been graphically illustrated both by the Paris terrorist attacks and by the current refugee crisis; calls for the temporary committee to address itself to measures to combat organised crime, especially where human and arms trafficking is concerned;

Emphasises that enhancing cooperation with global and regional actors on global threats is necessary in order to achieve a global rules-based order; believes that pairing up on specific sectoral issues with interested regional actors allows European values to be shared and contributes to growth and development; reminds that global threats often have local causes and that, as a result, their solution requires the involvement of local actors; notes that establishing closer relationships with non- state actors, and local and regional governments and civil society is also necessary and that the way the EU builds and defines partnerships needs to be reviewedcrucial to ensure a comprehensive approach to global challenges such as climate change and terrorism, and that the way the EU builds and defines partnerships needs to be reviewed in order to enhance partners' sense of ownership and further incorporate a multi-stakeholder approach;
