Calls on the Commission and the Member States to make full use, for the purposes of increased energy security and the transition to a low-carbon economy, of the possibilities allowed for financing energy projects through state aid, as well as the financial instruments available through the European Regional Development Fund, Horizon 2020, the European Neighbourhood Policy Instrument, and the investment facilities of the European Investment Bank and the European Bank for Reconstruction and Development and public and private intermediaries; the European Commission should clarify how it intends to use the € 315 billion Investment Plan, mixed with the other existing funds, and the European Council should express his commitment to support the European Energy Security Strategy.

Expresses the opinion that Russia can no lVoices its congcer be considered a reliable partner as it explicitly questions EU law, including at the World Trade Organisation, and uses energy supply for political purposes; stresses, therefore, that more attention should be concentrated on the development and further expansion of the gas supply infrastructure with Norway, thn at the current state of EU-Russia relations and, in particular, the possibility of energy supplies being used for political purposes; stresses that political and diplomatic channels between the EU and Russia should be kept open so that a diplomatic solution may be Sfouthern Gas Corridor and the Mediterranean gas hubnd to the crisis;
