Calls for reversing the proposed budget cuts for the countries in the Southern Neighbourhood under the European Neighbourhood Instrument (ENI); emphasises the need to prioritise the stability of the Eastern and Southern neighbourhood of the EU; reiterates that contributions from ENI to the Syria pledge and the EU Trust Fund for Africa must not come at the expense of the ENI core priorities and calls for these additional commitments to be fully offset by reinforcements;
