(23 a) Most research available clearly illustrates the substantial increased benefits that accrue from investments in ICT infrastructure to generate jobs and growth in both the long and short term, not just from the construction of the infrastructure itself but also from the immediate, strong and durable multiplier effect of enhanced digital capability throughout the economy, especially for small businesses; urges that every effort should be made not only to clarify amounts available in the Union Budget but to do everything to ensure that existing funds be shaped towards ICT take up;

(i) accelerating the deployment of fast and ultrafast broadband networks and their uptake, including by small and medium sized enterprises (SMEs), to be measured by the level of broadband and ultrafast broadband coverage and the number of houseto generate jobs and growth and their uptake, in particular connecting small and medium sized enterprises to make them more competitive; in so doing the indicator for the level of broadband and ultrafast coverage to be attained shoulds having subscribed for broadband connections for above 100 Mbps be above 100mbps with a view to ensuring the full attainment of the Digital Agenda for Europe's objectives as soon as possible;
