NotWelcomes the moCommission's proposal for an additional EUR 1,8 billisation in the Draft Budget 2017on to tackle the humanitarian and migratory challenges in the Union, above the amount initially programmed for 2017; stresses, however, that the Commission proposes to finance part of this reinforcement through the mobilisation of the Contingency Margin for an amount of EUR 1 164,4 million in commitment appropriations over and above the commitment ceiling of heading 3;

Notes the proposals of the Commission to mobilisereinforce heading 3 with an additional EUR 2,55 billion under heading 3 over the period 2018-2020 as part of the MFF mid- term review/revision to provide sufficient resources for the necessary reinforcement of Europol and the newly created European Border and Coast Guard as well as to take account of recent Commission proposals in the area of security and migration; recalls that immediate response is needed to the security, migration and refugee crises and considers it important that full transparency of payments and regular monitoring/reporting of the expenditure are ensured by all actors involved.
