Reiterates, in this respect, that over the years Parliament has developed a series of instruments and networks in the field of external action, such as joint parliamentary committees and parliamentary co-operation committees with third countries, as well as that of the interparliamentary delegations, ad-hoc delegations and election observation missions, which are both distinct from and complementary to those of the European Union executive; calls therefore for a more integrated approach to EU foreign and security policy which would include a parliamentary dimension, and for interinstitutional cooperation when devising strategies towards third countries and regions, with a special emphasis on the Western Balkans and Eastern Partnership countries;
