9a. Reiterates its call on the Member States and the Commission, in view of the air pollution affecting many port towns and regions, to provide significantly better incentives for the provision of land-based electricity for ships in port; calls, therefore, for a proposal for an amendment to Council Directive 2003/96/EC of 27 October 2003 restructuring the Community framework for the taxation of energy products and electricity, whereby those Member States which take advantage of the tax exemption on bunker oil pursuant to Article 14 of that directive would be required to exempt land-based electricity from tax to the same extent; the equal treatment for tax purposes of electricity and bunker oil would be a major incentive for ports and ship-owners to help reduce air pollution in port towns by investing in the electricity supply for ships in port;
