Calls on the Commission, in cooperation with the Member States, to develop, at EU level, basic educational programmes in the field of personal finances, based on common rules and principles which can be adapted to the needs of, and applied in, all Member States; suggests that the Open Method of Coordination be used for setting benchmarks and promoting the exchange of best practice;
