Asks the Commission to include a CSR clause in all bilateral trade and investment agreements signed by the EU, on the basis of principles of CSR as defined and acknowledged at the international level; suggests that this clause contain measures for the implementation of these principles and that National Contact Points be set up as fora for questions concerning the OECD Guidelines;

Calls for a system of legal cooperation to be set up between the EU and third countries signatories to bilateral trade agreements, to ensure effective access to justice for victims in the eventthat victims of breaches of social or environmental legislation by multinationals or failure to honour CSR undertakings have effective access to justice in the country where the breach or failure took place;

Regrets that the current reform of the Transparency Directive (2004/109/EG) and of the Accounting Directive (2003/51/EG) does not address the issue of corporate social responsibility sufficiently; calls on the Commission to ensure that companies falling under these directives are obliged to report regularly on their CSR activities, particularly in non-EU states.; stresses that the reporting requirements must be in line with the OECD Guidelines for Multinational Enterprises and is convinced that special arrangements are needed for SMEs so as to make the reporting requirements financially and administratively feasible;
