Insists that the journey time for all animals being transported must be as short as possible, taking into account the geographical differences at Member State level and in line with recital 5 of Regulation (EC) No 1/2005, which states that ‘for reasons of animal welfare the transport of animals over long journeys … should be limited as far as possible’;

Welcomes the Commission's commitment to develop animal-based welfare indicators, considers that the Commission should develop these indicators without delay to be used as a complement to current legislative requirements, the animal-based welfare indicators should promote better animal welfare outcomes of animals in transport;

20. Calls on the Commission to develop a full working definition of what constitutes fitness, and to provide robust training courses regularly to farmers, drivers and veterinarians in order to reduce the high levels of fitness infringement in Member States;
