Emphasises the importance of supporting the education, training and employment of women to promote and ensure that they have equal access to all areas and levels of the media, supporting research into all aspects of women and the media, encouraging and recognising women’s media networks, and developing regulatory mechanisms, including voluntary ones, that promote balanced and diverse portrayals of women by the media and international communications systems;
