Obwohl positive Elemente in der gemeinsamen Entschließung enthalten waren, wie die Einbeziehung der Ziele der Vereinten Nationen für nachhaltige Entwicklung (SDGs), Klima-Mainstreaming und Geschlechtergleichstellung in allen Politikbereichen und Initiativen, habe ich am Ende dagegen gestimmt.Der vorgeschlagene Mehrjährige Finanzrahmen erweist sich als ungeeignet, um auf die konkreten Bedürfnisse der Bürger und die aktuellen Herausforderungen einzugehen. Er verstärkt sozioökonomische Ungleichheiten, Armut und soziale Ausgrenzung. Außerdem werden zusätzliche finanzielle Mittel für Migrationsbekämpfung und den Ausbau der Verteidigung gefordert. Das lehne ich ab. Stattdessen muss es ein stärkeres Engagement für Frieden und zur Armutsbekämpfung geben.Meine Fraktion hat einen eigenen Antrag eingebracht, in dem wir fordern, dass der nächste MFR den tatsächlichen Bedürfnissen, Forderungen und Erwartungen der Menschen in der EU gerecht werden muss, der den aktuellen internen und externen Herausforderungen Rechnung trägt und mit der der dringliche Wandel zu einem ökologisch-nachhaltigen, sozial-fortschrittlichen und gerechteren Europa vorangebracht wird.Ebenso fordern wir, dass Maßnahmen in den Bereichen sozioökonomische und ökologische Nachhaltigkeit, Tierschutz und biologische Vielfalt stärker unterstützt werden, eine Abkehr von der derzeitigen exportorientierten Agrarpolitik und der Praxis der Intensivlandwirtschaft sowie den Schutz der biologischen Vielfalt der Meere und die Einrichtung fischereifreier Zonen in Gebieten, in denen die Fischbestände und die biologische Vielfalt bedroht sind.

Neben der Überfischung der Meere und den schwerwiegenden Eingriffen in die maritimen Ökosysteme durch große Fischfangflotten ist es generell fragwürdig, fühlende Lebewesen zu verletzen und zu töten, zumal in solchen Unmengen. Da die britische Regierung ankündigte, ohne bindende Übereinkommen mit der EU sämtliche Fischfangquoten zu missachten, stimme ich für den Antrag zur Verlängerung des Abkommens, um zumindest die – aktuell allerdings nicht ausreichenden – Fangquoten zu gewährleisten und eine Verschlechterung der Situation für Umwelt und Tiere in den Fanggebieten der EU vorerst zu verhindern. In dem von mir befürworteten Antrag ist auch entsprechend eine wichtige Ergänzung enthalten, die nachhaltige Fischerei mit berücksichtigt. Mittelfristig muss es selbstverständlich einen deutlich ethischeren und ökologischeren Rahmen für die Fischereipolitik Europas geben.

Ich habe dagegen gestimmt, da der Bericht den Status quo der EU-Landwirtschaftspolitik, inklusive Massentierhaltung und Agrarsubventionen nach Gießkannenprinzip, aufrechterhält. Ein von mir unterstützter Änderungsantrag, die Gemeinsame Agrarpolitik auslaufen zu lassen und gleichzeitig die Mittel umzuwidmen, wurde nicht angenommen. Statt der intensiven und schweren CO2-emittierenden Agrarindustrie und Lebensmittelerzeugung braucht es eine nachhaltige und klimafreundliche Lebensmittelerzeugung, durch die die biologische Vielfalt nicht gefährdet wird und bei der das Tierwohl im Vordergrund steht. Außerdem fällt der Bericht hinter eine Entschließung des EP von 2015 zum Thema Subventionen von Stierkämpfen zurück. Der von mir eingebrachte Änderungsantrag, dass keine Haushaltsmittel für die Finanzierung von Tätigkeiten im Zusammenhang mit Stierkämpfen verwendet werden sollten, wurde abgelehnt.

Die Zielsetzung des European Green Deal befürworte ich, da mir die Klimaneutralität bis 2050 ein wichtiges Anliegen ist. Allerdings ist die vorliegende Entschließung sehr mangelhaft, was die konkreten Maßnahmen zur Umsetzung betrifft. Weder ist die Finanzierung klar, noch sind die Zwischenschritte ausreichend. Die Ernsthaftigkeit des Vorhabens muss daher stark angezweifelt werden. Insbesondere sind negativ folgende Punkte anzumerken: – dass die Emissionsreduktion bis 2030 nicht 70 % beträgt; – dass die Entschließung als Wachstumsstrategie angelegt ist; – dass keine Forderungen zu staatlicher Intervention und Kontrolle der Energiemärkte bestehen; – dass die Gemeinsame Agrarpolitik nahezu unangetastet bleibt; – dass zu wenig Investitionsmittel vorgesehen sind; – dass zu wenig Maßnahmen im Bereich Biodiversität enthalten sind; – dass soziale Abfederungen und gerechter Welthandel zu kurz kommen. U. a. die breite Ablehnung nuklearer Energieträger als mögliche Säule des European Green Deal war ein wesentlicher Punkt, weshalb ich letztlich doch für diese Entschließung stimmte. Ich werde die Umsetzung des European Green Deals , und hier insbesondere auch die Einbeziehung der Landwirtschaft und der Tierrechte, intensiv verfolgen und mich dementsprechend in meiner Ausschuss- und parlamentarischen Arbeit für eine ehrliche, soziale, ethische und effektive Klimapolitik einsetzen.
