Is of the opinion that a permanent system based on a formula needs to be durable and therefore flexible enough to account for changes in population figures, for future enlargements and for possible changes of applicable legislative provisions, such as the electoral law or treaty changes; outlines that in case of an agreement on transnational lists, the seats allocated through transnational lists will be distributed additionally to those allocated through the proposed formula, while adaptations of the formula can be made to enable the integration of allocated seats through transnational lists;
