1. Emphasises that the European Asylum Support Office (‘EASO’ or ‘the Office’) contributes to enhanced practical cooperation of Member States on asylum in Europe, assists Member States to fulfil their obligations to give protection to people in need and acts as a centre of expertise on asylum;

2. Recalls that EASO’s Executive Dirregularities at the Officeector resigned in 6 June 2018 following the irregularities reported by the European Anti- Fraud Office (OLAF) in 2017 and OLAF’s recommendations of disciplinary action to the EASO Management Board, the decision of EASO’s Management Board of 6 June 2018 to release the Executive Director from his duties with immediate effect, the designation of, and was replaced by an ad interim Executive Director on until 16 June 2018 and the appointment of9, when a new Executive Director on 16 June 2019was appointed;

4. Notes that EASO’s budget was substantially increased from 79 million EUR to 98 million EUR (+24%) while the staff only increased from 200 to 207 (+3.5%); is concerned by the Court’s finding that contingency funds in EASO’s budget to cover unforeseen and urgent operational needs were absent; calls on the Office to address this situation in consultation wistrengthen the dialogue with the Commission and the budgetary authorities and the Commissregarding its operational planning and resource allocation, especially in light of the nature of EASO’s operational activity; welcomes the intention of EASO to establish sound processes and timely planning for contingency situations;

8. Takes note of EASO’s replies to the observations of the Court and the efforts to address them under the new Executive Director, inter alia by prioritising the conclusion of hosting arrangements with Italy, Greece and Cyprus concerning the accommodation of asylum support teams and other EASO forces in the Member States, by increasing the transparency of recruitment procedures and by reinforcing the legal function in the course of 2019;
