6. Highlights that effective cooperation with relevant stakeholders including non-participating states authorities is pivotal; welcomes finalisation of the negotiations on a working arrangement at the technical level with the Danish and Polish authorities; acknowledges differences in legal regimes and difficulties arising in negotiations of workregrets that Ireland’s non recognition of the EPPO as a competent authority for the application of existing instruments for judicial cooperation led to a persistent refusal by Irish authorities to execute EPPO’s requests for judicial cooperation, as pointed out ing arrangement in Ireland; welcomes letter sent to the European Chief Prosecutor to the the cCommitment by the Irish authorities to review their working arrangement with the EPPOssion; notes that reports by the EPPO under Recital 16 of Regulation 2020/2092 were previously sent to the Commission also in relation to Slovenia and Poland;

7. Notes that the appointment of European delegated prosecutors is a shared responsibility of EPPO and member states; stresses that the appointment procedure must always be in compliance with Article 17 of the Council Regulation (EU) 2017/1939 and principle of national procedural autonomy; encourages Member States to contribute to the full independence of EPPO in their exercise of the appointment procedure; notes that 114 European Delegated Prosecutors were in employment at the end of 2022; welcomes that during the reporting period, 15 European Delegated Prosecutors were appointed and none were dismissed by the EPPO Collegeby the College is based on a proposal by the European Chief Prosecutor, who shall ensure that the nominees selected by the Member Sates meet the criteria in Article 17(2) of the Regulation and the eligibility criteria provided in the College Decision laying down rules on conditions of employment of the European Delegated Prosecutors; stresses that the appointment procedure must always be in compliance with Article 17 of the Council Regulation (EU) 2017/1939; recalls the utmost importance to ensure the full independence of the European Delegated Prosecutors, who are clearly more exposed to external pressure, as they directly carry out the EPPO´s proceedings in their respective Member States; notes that 114 European Delegated Prosecutors were in employment at the end of 2022; welcomes that during the reporting period, 15 European Delegated Prosecutors were appointed and none were dismissed by the EPPO College; notes that the external independence of the EPPO is also linked to the allocation of financial resources that are sufficient to fulfil its mandate and to the necessary budgetary autonomy to manage them; stresses that adequate financing of the EPPO lies with both the EU, through the general budget of the Union, and with each participating Member State, as they are obliged to provide their European Delegated Prosecutors with the resources and equipment needed to carry out their duties;
