Notes that migration is a challenge that should also be seen as an opportunity for both the Union and developing countries; points out that the 'New Pact on Migration and Asylum' is a holistic attempt to address Europe's migration challenges; and stresses however that these challenges originate outside Europe and urges thatthe need to address the root causes and drivers of migration be effectively addressed;
