1. Calls for the 2020 budget to contribute to the fulfilment of the priorities outlined in the European Semester, namely to deliver high-quality investment and reforms that increase productivity growthfocusing on productive public investments in order to achieve the goals set by the Paris Agreements, continuing to ensure macro-financial stability and sound public finances, and deepening the Single Market, as well as the completion of the Economic and Monetary Union (EMU);

3. Calls for adequate resources for the European Supervisory Authorities (ESAs) in view of their new tasks; underlines that the ESAs should continue to increase their efficiency without compromising on the quality of their work with a focue importance of the ESAs oin continuous re-assessment of working methods and of effective use of human and financial resources; emphasises that the ESAs must stick to the tasks and to the mandate assigned totackling the emerging financial vulnerabilities brought about by financing outside them by the European legislatoranking system;

4a. Reminds that the Union formally ratified the Paris Agreement in 2016 and has committed to implement the Sustainable Development Goals both in its internal and external policies; therefore calls for Union money not to finance activities supporting fossil fuel; is of the opinion that, in particular, the European Union guarantee for European Investment Bank loans and loan guarantees for operations in third countries shall not be triggered for project(s) linked with the extraction, transport or use of any kind of fossil fuels;
