Calls on the Commission to present a legislative proposal for an ERTMS industrial strategy in the framework of the New Industrial Strategy for Europe, addressing insufficient industrial capacity, the lack of sufficient workshops for retrofitting and of a stable and predictable budget, and the shortage of qualified staff; Points to the fact that the deployment of ERTMS has an impact on quantitative employment, working conditions and job profiles in several railway professions, infrastructure maintenance, rolling stock maintenance, signalling and traffic management as well as for locomotive drivers. Calls for social dialogue at sector and company level as well as the introduction and proper financing of just transition mechanism for signalling and traffic managements staff as well as for the infrastructure and rolling stock maintenance staff. Calls for a human factor approach in the design and operation of ERTMS at all levels including trade union representatives.
