Recital 25
(25) Special consideration should be given to promoting accessibility for the outermost regions of the Union and for any destination within a Member State, which is not accessible via high-speed railway, especially in the case when such destination lies on a transit corridor, comprising third countries. Therefore, a derogation from the EU ETS should be provided for emissions from flights between an aerodrome located in an outermost region of a Member State and in any aerodrome located in the same Member StateEU. The same derogation applies for emissions from flights of more than 600 km between a destination, which is not accessible via high-speed railway and any aerodrome located in the EU.

Article 7
(4a) Article 7 is amended as follows: ‘By way of derogation from Articles 12(2a), 14(3) and Article16, Member States shall consider the requirements set out in those provisions to be satisfied and shall take no action against aircraft operators in respect of emissions taking place until 2030 from flights between an aerodrome located in an outermost region of a Member State and any aerodrome located in the Union outside that outermost region.’;

(4b) In Article 7, the following subparagraph is added: ‘The derogation under this Article applies also for emissions from flights of more than 600 km between a destination, which is not accessible via high-speed railway and any aerodrome located in the Union.’;
