Stresses that EDIRPA can only be a first step towards improving the European technological and industrial base’s capacities to supply Member States with the products and quantities needed and should be complemented with further initiatives, including the envisaged long- term European Defence Investment Program (EDIP) for which adequate funding needs to be ensured; consequently considers that EDIRPA will have served as a Trojan horse for the Commission to appropriate defence competences for the long term;
