(c) recovery of public benefits, aid, or subsidies, including EU funding managed by Member States, granted to the employer during the 12 months preceding the detectime of illegal employment; where the actual duration of the illegal employment cannot be determined, an employment relationship of at least three months’ duration shall be assumed;
