In duly justified cases, when all resources have been exhausted as regards staff, facilities and organisation of border checks, and where traffic of such intensity arises that the waiting time at the border crossing point becomes excessive, the consultation of the VIS may, by way of derogation from Article 18 of Regulation (EC) No xx/2008, be carried out only with the number of the visa sticker, for certain categories of persons. A decision to that effect shall be taken by the border guard in command, on the basis of the principle of proportionality and of a risk analysis in terms of internal security and illegal immigration. The above-mentioned exemptions from the systematic checks of the VIS should be treated as temporary and tailored to particular circumstances;
