Recognises the dynamic nature of the parcel delivery market, with new services and operators emerging rapidly; notes that innovative solutions responding to the needs of e-retailers and customers are likely to become a key differentiator for competition; calls therefore for the market to be allowed to continue to grow of its own accord and not to be hampered by over-regulation; believes that it is of utmost importance to monitor the development of the market carefully, in order to identify any areas of potential market failure where further action maycould be come necessarynsidered in the future;
