(10) Achieving the Union's air quality objectivesSustainable achievement of the Union's air quality and air protection objectives until 2020 and beyond this date requires a continuous effort to reduce engine emissions from different types of engines. For that reason, manufacturers should be provided with clear and comprehensive information on future emission limit values in advance and should be afforded an appropriate period of time in which to attain them and pursue the requisite technical developments.

(11a) Sustainable reduction of emissions from engines requires the constant intensification of direct cooperation between the manufacturers and other related businesses on one hand side and quality scientific research institutions on the other. Deepening of such cooperation needs to be sufficiently supported by targeted supporting mechanisms. This kind of cooperation has significant role in the development of new products and technologies with positive impact on the improvement of air quality
