Stresses that the implementation of the Paris Declaration of 2005 on Aid Effectiveness - which endorsed the terms of Article 9 of the Beijing Declaration - including in the context of the legislation of the various States and thanks to the formulation of development strategies, policies, programmes and priorities, is a matter for which each State bears sovereign responsibility, and whereas, while respecting all human rights and fundamental freedoms and taking account of and respecting strictly the various religious and ethical values, the cultural heritage and the philosophical convictions of individuals and their communities, each State should help women to enjoy their fundamental rights fully in order to attain equality, development and peace;
