Stresses that the behaviour of transport users is decisive and calls for the creation of incentives to choose sustainable means of transport, where proposals should be made by 2013 to develop infrastructure for pedestrians and cyclists in towns, to double the number of passengers on public transport, which mainly uses alternative sources of energy, and to establish e- tickets, including integrated pricing management systems, for multi-modal travel, and where pricing policy should be considered as an incentive;
