Welcomes the fact that many small businesses are now endeavouring to create and produce alternative energy but is concerned that numerous technical rules and standards make it difficult for them to sell the energy they produce or their surplus energy; considers, therefore, that the Commission should be instructed to draw up a report on the possibilities open to small businesses to produce energy and distribute it via networks owned by other companies and on any other form of technical regulation which may prevent or impede such a development;
