Considers it imperative that the revision of the forecast of Traditional Own Resources (customs duties) and the budgeting of VAT and GNI balances remains free from political interference, and based solely on the latest economic data, thereby providing a greater degree of certainty for both Member States and the Commission alike in the forward planning of both national and Union budgets;
