PURPOSE: to adopt Amending Budget No 8 to the general budget of the European Union for 2015.
LEGISLATIVE ACT: Definitive adoption (EU, Euratom) 2016/70 of Amending budget No 8 of the European Union for the financial year 2015.
CONTENT: the European Parliament definitely adopted the Amending Budget No 8/2015 of the European Union, in accordance with its resolution of 25 November 2015 (please refer to the summary of the resolution).
This Amending Budget concerns the following:
the upward revision (EUR 800 million) of the forecast of traditional own resources (customs duties); the budgeting of the remainder of the 2014 VAT and GNI own resources balances (EUR 5.7 billion); the budgeting of the 2015 VAT and GNI own resources balances (EUR 1.4 billion). an update of the forecast for other revenue (EUR 1.5 billion); a reduction of EUR 123 474 in both commitment and payment appropriations in the budget of the European Data Protection Supervisor is also included in this DAB.
The overall impact in terms of revenue, is a decrease in the GNI based contribution of EUR 9.4 billion .
The European Parliament adopted by 619 votes to 20, with 58 abstentions, a resolution on the Council position on Draft amending budget No 8/2015 of the European Union for the financial year 2015, Own resources and European Data Protection Supervisor.
Parliament recalled that this draft amending budget concerns:
a revision of the forecast of Traditional Own Resources (customs duties), the budgeting of the remainder of the 2014 VAT and GNI balances, the budgeting of the 2015 VAT and GNI balances.
Draft amending budget No 8/2015 furthermore foresees a reduction of EUR 123 474 in both commitment and payment appropriations in the budget of the European Data Protection Supervisor .
It results in a decrease in GNI-based contributions from Member States of EUR 9.4 billion.
Refugee crisis : Parliament took note of Draft amending budget No 8/2015, as submitted by the Commission, and of the Council's position thereon and underlines that substantial additional financial means are necessary to address the current refugee crisis .
It noted that Member States' financial pledges for the Africa Trust Fund, the Syria Trust Fund and to UN agencies supporting refugees have not yet been met and deplored that according to Commission data Member States were lagging behind by EUR 2.3 billion at the beginning of November 2015.
It noted that further financial efforts will be needed to provide humanitarian assistance along the transit routes and to manage the challenges posed by the reception of unprecedented numbers of refugees in Europe's cities and regions.
Lastly, Parliament deeply regretted that no firm compromise could be reached in conciliation to use the reflow from Draft amending budget No 8/2015 to address the refugee crisis. Nevertheless, it expects that Member States will fully honour their previous commitments.
The Committee on Budgets adopted the report by Eider GARDIAZABAL RUBIAL (S&D, ES) on the Council position on Draft amending budget No 8/2015 of the European Union for the financial year 2015, Own resources and European Data Protection Supervisor.
This draft amending budget concerns:
a revision of the forecast of Traditional Own Resources (customs duties), the budgeting of the remainder of the 2014 VAT and GNI balances, the budgeting of the 2015 VAT and GNI balances.
