Considers that in the absence of intervention stocks the European Union has lost the capacity to provide food aid in regions suffering from natural disasters; notes that the role of intervention stocks is not confined to stabilising European markets but that they also make it possible to assist regions hit by natural disasters (e.g. Pakistan);

Deplores the fact that some countries irresponsibly apply measures which restrict exports (e.g. bans or taxes on exports), thus contributing substantially to the volatility of international food markets and the vulnerability of the regions which suffer most from famine; calls on the Commission, therefore, to make a proposal at WTO negotiations to combat measures which restrict exports;
