Notes the lasting deterioration in the Union’s strategic environment in the face of multiple challenges directly or indirectly affecting the security of its Member States and citizens: armed conflicts immediately to the east and south of the European continent, jihadist terrorism, return of foreign fighters, cyber attacks, uncontrolled migration, increasing threats to natural resources, climate change, etc.;
