Considers that the EU’s commitment to the implementation of the Sustainable Development Goals (SDGs) worldwide must guide the preparation of the next multiannual financial framework (MFF) and that the EU’s support for such implementation , focusing on long-term objectives such as eradication of poverty, tackling inequality and exclusion, promoting developing countries must increasemocratic governance and human rights, and enhancing sustainable and inclusive development;

Points to the crucial role of official development assistance (ODA) in least developed countries and fragile states; notes its potential to facilitate the mobilisation of financing for development from other sources, private and public, domestic and international; supports the EU’s new efforts at stimulating private investment through blending grants and loans and providing guarantees, also in countries where the needs are great, but and recalls EU commitment under the Addis Ababa Action Agenda to reach 0,20% of ODA/GNI to least developed countries, abiding by the prisks are high; notes that important funding needs will arise as a resultnciple of leaving no one behind;
