Believes that the Commission should have benefitted from a complete evaluation prior to engaging in decommissioning; finds it regrettable that there are no annual reports from the Commission to the European Parliament on the use of the financial resources earmarked for the decommissioning of nuclear power plants; calls therefore on the Commission to monitor, and report annually to Parliament on, the improvements in use of the funds and on the likelihood that the accumulated funds for the irreversible shutdown of these specific units in the three NPPs will be absorbed over the next three years;

Is of the firm opinion that the Union's financial assistance must expire at the end of next programming period, i.e. in 2017 and 2020 respectively; the three Member States concerned must therefore set-up the appropriate mechanisms to ensure additional funding; notes that any funding under the new Multiannual Financial Framework should be put in reserve until such times when the conditionality, as outlined in the proposed regulation, has been met, and the effective use of the money can be guaranteed;
