5. Is of the opinion that the growth of certain forms of online gambling provides increased opportunities for corrupt practices such as fraud, fixing games, illegal betting cartels and money- laundering as online games can be set up and dismantled very rapidly and due to the proliferation of offshore operators; is also of the opinion, however, that account should be taken of the specific form of the service on offer and that a distinction should be made between the business of gambling itself and the mere online provision of gambling services, in particular state-run services, that are in principle authorised;

7. Considers that certain forms of online gambling creates an increased potential for gambling addiction due to the easy accessibility of games with immediate results and the possibility of gambling for large sums of money; also considers, however, that the technical possibilities offered by the internet may also serve to improve consumer protection and that account should therefore be taken of the specific form of the service on offer in any evaluation of the risks to the consumer arising from online gambling;
