Endorses the Commission’s intention of improving evaluations as a central aspect of intelligent legislation; points out that evaluations provide reliable information about the actual impact of laws on their addressees and in this connection calls for the formal and comprehensive participation of the addressees’ stakeholders in the evaluation procedure;
