Paragraph 3 a (new)
3a. Calls for payments from the Structural Funds too to be subject to increased conditionality and cross-compliance monitoring so as to ensure that the public procurement rules and other rules on the proper utilisation of Structural Fund monies are complied with in all Member States; calls for monies to be disbursed to Member States only where there is proof of compliance with the relevant rules;

4a. Calls for a tougher suspension policy, like that already successfully applied to European Social Fund payments, thus enabling early action to prevent any improper use of Structural Fund monies and underpinning, from the outset, a zero-tolerance approach by the Commission; recommends that the Commission consider implementing a 50/50 rule in respect of Structural Fund payments, or indeed a 100% rule, as is already common practice in agriculture, requiring the Member States to pay back from their own resources as much as 100% of any monies misused;

6a. Notes that 62% of the cases of misspending of Structural Fund monies could have been uncovered by the Member States themselves, with national audit authorities in particular under- performing in this regard, and that 42% of the audit authorities inspected exhibited shortcomings and were functioning only at a ‘moderately effective’ level, notably with regard to public procurement; calls on the Commission, therefore, to take greater responsibility in the certification of audit authorities and not to leave this task solely to Member States.
