Urges the Council to adopt its common position on the framework directive ommission to submit an action programme for European soil protection so that a Community instrument can be introduced which will enable these dangers to be combatedtakes adequate account of the Member States' subsidiarity rights; expects this programme to include a comprehensive range of advice for the Member States so as to provide incentives and ideas for improved national legislation;
