Recital 22
(22) The objective of this Decision cannot be sufficiently achieved by the Member States, and can therefore, by reason of the scale or effects of the proposed action, taking into account the benefits resulting from the operation of the Mechanism in terms of reducing the loss of human life and damage, be better achieved at Union level. If a major emergency overwhelms the response capabilities of an affected Member State, this State should be able to appeal to the Mechanism to supplement its own civil protection and other emergency response resources. The Union may therefore adopt measures, in accordance with the principle of subsidiarity as set out in Article 5 of the Treaty on European Union. In accordance with the principle of proportionality as set out in that Article, this Decision does not go beyond what is necessary in order to achieve that objective.
