Calls for the mid-term evaluation of the MFF programmes on the basis of their performance against stipulated targets and objectives, absorption capacity and EU added value, taking into account the late implementation of the current framework.; calls, on the basis of a performance assessment which focuses on sound financial management, for appropriations earmarked for programmes which have not been properly implemented to be reallocated to programmes which are working well;
