No later than … [OP please insert the date = 71 years after the date of entry into force of this Directive], the Commission shall submit a report to the European Parliament and to the Council on the implementationreview this Directive. This review shall examine, in particular, the impact of this Ddirective. The report shall evaluate the effectiveness of this Directive in reaching its objective, disproportional multiplication effects, its added value for the economy, as well as the associated direct and indirect costs thereof, especially for SMEs and assess the following issues:
